CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability.
Background
Catholic Relief Services (CRS) is part of the Consortium led by CARE Denmark including, Gulu Agricultural Development Company (GADC), Dynamic Agro-Pastoral Development Organisation (DADO) and SORUDA which was awarded to implement a three-year Development Initiative for Northern Uganda (DINU) program. The DINU, a Government of Uganda Program with support from European Union is designed to increase food security, improve maternal and child nutrition and enhance household income in the Karamoja Sub-region, and Katakwi District. It will be executed in ten (11) districts of Abim, Kotido, Karenga, Kaabong, Moroto, Amudat, Nakapiripirit, Nabilatuk, Napak, Kitgum and Katakwi. CRS will specifically implement in the five (5) South Karamoja districts of Moroto, Amudat, Nakapiripirit, Nabilatuk and Napak.
Summary
CRS DINU Program seeks to recruit and train 52 volunteer field agents from within the communities of Nakapiripirit, Nabilatuk, Amudat, Moroto and Napak to support in the implementation of DINU program field/community level activities by working directly with the Field Assistant, local community structures and community members in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable.. The volunteers will work with farmer households to address gender barriers to women’s equitable access to and control over household financial resources using CARE’s “Household Dialogues for Financial Empowerment of Women” methodology. Through a series of dialogues facilitated by the volunteers, household members will learn to analyse and challenge gender roles and power dynamics - leading to a change in how household financial resources and productive assets are used. The volunteers will be trained and supported with training materials and guidelines tailored to meet the capacity gaps of the beneficiaries. .

Roles and responsibilities
• The volunteers will support the DINU Program in community mobilization for the project interventions.
• Ensure the formation, training and performance of Y/VSLAs.
• Will support in the mobilization and monitoring of farmer groups, Community Animal Health workers, VHT members, MCGs, Lead Mothers, and facilitate establishment of VSLA groups.
• Conduct support supervision and coaching on management and savings and credit transaction handling.
• Assess and support in identification of VSLA groups ready for linkages with banks for credit and other agro-processors, input and produce buyers.
• Promote gender mainstreaming within the farmer groups.
• Provide feedback from our project community structures in relation to the Project interventions.
• Compile data provided at the community level as per project requirements and contribute to the preparation of reports.
• Coordinate communication and facilitate information sharing among the beneficiaries at the community level to assist in strengthening the community interest,
• Support in translation, in case of trainings at the field level, that may be conducted by CRS or district technical staff that are not knowledgeable in the local language.

Implementation period, location and numbers per district.
The volunteers will support the project from date of hire to September 2022.
They should be residents of the sub counties and parishes of implementation as shown in the table at the bottom. Applicants should provide a letter from the LC1 confirming location of residence.
Estimated Budget.
Each volunteer field agent will receive a Monthly Stipend.
Reporting.
The Field Agent will report to Field Assistant who will offer technical guidance on a day to day basis.

Basic Qualifications.
• A certificate in the field of Agriculture livelihoods or Nutrition or a Uganda Certificate of Education with experience in implementing livelihoods.
• Minimum of 1-2 years of work experience in community-based development work, ideally in the field of Agriculture, Village Savings and loaning associations for an NGO or CBO.
• Ability to communicate to communities and local leaders.
• Experience in writing basic reports.

Required Languages
• Strong written and verbal communication/written skills in English
• Strong written and spoken communication skills in Pokot or Nga karimojong are a MUST
• Supervisory Responsibilities (none)

Position: Policy and Campaigns Specialist

Purpose of the position:
Over-see all aspects of quality policy and campaigns integration in technical programs, as a contribution towards sector specific strategic objectives, for sustainable child wellbeing. The job will involve linking local level AP policy and budget advocacy to the district and to national level policy processes, as well as evidence based external engagements, while ensuring alignment to the WVU National Office Strategy and Our Promise 2030. The Campaign’s Specialist will also lead the amplification of World Vision Uganda’s Campaign initiatives at the local and national level including the response areas of operation. The job-holder will work collaboratively with the Technical Leads and Program Operations and Response Teams to define, plan, implement the relevant advocacy agenda in line with the technical programme theories of change. .

Key Outputs/Responsibilities.
• Coordinate implementation of sector aligned advocacy and campaign initiatives aimed at improving services delivery for the well-being of especially the most vulnerable children.
• Coordinate capacity enhancement for staff and partners in advocacy and campaigning knowledge and skills for both development and humanitarian contexts.
• Provide guidance on integration of policy advocacy and campaigns during strategic planning and Technical Programs formulation, as well as annual operational plans including their implementation
• Support monitoring of policy advocacy and campaign initiatives to assess change and also document learning experiences for wider sharing.
• Contribute to resource mobilization and strengthened partnerships for policy advocacy and campaigns work component.

Position: Hygiene and Sanitation Assistants - (2 positions)

Report to: Programme Manager

Location: Oyam & Kole District (1) and Kamwenge & Bundibugyo District (1)

Purpose of the position:
The Hygiene and Sanitation Assistant will implement WASH interventions in the clusters based on program targets, national and internationally recognized standards and policies through application of effective and efficient approaches appropriate for the Ugandan context. The position contributes to improving the health of the vulnerable children by ensuring access to safe water, sanitation and adoption of appropriate hygiene behaviors. .

Key Outputs/Responsibilities.
• Carry out biannual and annual community situation assessment on key Water, Sanitation and parameters so as to identify areas for interventions for the Area Development Program assigned.
• Mobilized community members on six critical requirements to ensure ownership, operation and maintenance of the water source.
• Conduct field level monitoring of construction, usage and maintenance of existing WASH facilities ensure that every facility has a trained and functional management to sustain its service.
• Lead counterparts (Sub County Officials and partners) in identification, mobilization and sensitization of target communities to participate in WASH activities.
• Lead counterparts and partners (Health Assistant/CDO, church leaders, community and cultural leaders), in the hygiene and Sanitation promotion activities in target communities; using WV recommended approaches for the attainment of ODF communities & Schools.
• Implement hygiene promotion activities in schools to ensure adoption of hand washing practice among pupils, SHC led management of sanitation facilities, and acquisition of life skills in making reusable sanitary pads, liquid soap, pit covers and tippy taps.
• Conduct WASH promotion in health facilities in the respective APs, ensuring that the target health facilities meet WV WASH indicators and serve as a centre for learning for OPD and ANC clients.
• Conduct basic trainings and refresher trainings as well as extend guidance and technical support to the Community based Hygiene and sanitation Promotion structures e.g. S/C staff, Village Health Teams, Water Source Committees, Water Boards, Church leaders, COVAs etc.
• Implement activities in collaboration with S/C staff (HA)
• Ensure that sponsored children benefit and participate in WASH programme interventions.
• Integration of programming with other WV projects/activities
• Represent the project at Sub County level
• Timely develop weekly, monthly and Quarterly implementation plans and reports on WASH project activities in the AP and share with the CDF, HSO and other stakeholders.
• Support in providing necessary data for the development of the proposals, annual budgets and activity plans of all the software activities and ensure they’re implemented timely and are of high quality.
• Identify and document significant change stories that arise for WV WASH interventions

Qualifications: Education/Knowledge/Technical Skills and Experience.
• Education: Bachelor’s Degree in Environmental Health Sciences, Public Health, Community Health or any other related field attained from a recognized higher institution of learning.
• Technical skills: Experience in implementing Water Sanitation and Hygiene related activities, usage of approaches such as CLTS, CHAST, sanitation marketing and PHAST. Very strong facilitation skills, community mobilization skills and the ability to effectively communicate key issues to communities, good computer skills and ability to write technical reports.
• Experience: Minimum of 2 years’ WASH experience preferably within an International NGO
• Ability to establish effective working relationships with team members and other stakeholders in WASH.
• Conceptual and analytical skills in evidence bases programming and reporting
• Proactive personality, self-driven and strongly motivated.
• Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
• Good interpersonal skills, strong communication skills, both verbal and written.
• Proven community facilitation skills.
• Ensure a gender perspective in the scope of work
• Experience working in NGO setting.
• Good community facilitation skills.
• Knowledge on management of WASH infrastructure.
• Community conflict resolution skills.
• Registration with the Allied Health Professional council is an added advantage.
